Seven-Story, 52-Unit Mixed-Use Project Faces Chula Vista Planning Commission

On July 22, 2020, the Chula Vista Planning Commission is set to approve a Design Review Permit of the planned “E3 Mixed-use” project. 

Font Runner Investments 1, LLC an entity linked to Torrey Pines Property Management, is planning to develop a seven-story mixed-use building consisting of 52 residential units with 64 residential parking spaces, and 2,480 square feet of retail commercial space with 6 parking spaces. 

The residential component of the project will consist of 18 studio units, 24-one-bedroom units, and 10 two-bedroom units ranging from approximately 381 square-feet to 861 square-feet per unit. Because the project requested and qualified for the State Density Bonus, 3 of the 52 units will be deemed as affordable and subject to rental and occupancy restrictions for very low-income households (50% of Area Median Income).

The Font Runner Investments 1, LLC development will also provide 8,243 square feet of onsite open space, which will include the presence of an amenity deck, a 1,330 square-foot terrace, and a 729 square-foot roof deck. 

Architecture firm, Studio E Architects, will attempt to create a “Mission-inspired Modernism” style that will seek to incorporate textural and natural materials into the look of the building. Because the UCSP Design Guidelines promote a cohesive architectural theme, the development will attempt to achieve these goals by proposing a building with light and dark colored stucco walls with horizontal lapped siding, vertical fiber cement paneling, vertical metal siding, mosaic tile, and balconies.

LdG Landscape Architects

According to the City Staff report on the project, the proposed development will not adversely affect the goals and objectives of the Specific Plan and General Plan of Chula Vista.  The reduced parking Density Bonus waiver (83 spaces to 62 parking spaces) the developer is seeking is necessary as the project site is physically constrained and would not be able to meet the minimum requirement of 83 spaces for the residential units. To compensate for the reduced amount of Residential parking spaces, the developer has increased the total amount of commercial parking spaces from 5 to 6 and has also included 30 bicycle parking stalls for Residents.
