Proposed Project to Build 448 Homes at Westgate Golf Course Faces La Habra City Council

Tonight the La Habra City Council will consider the controversial “Rancho La Habra” project by Lennar Homes, which plans to change the land use designation and zoning of the Westridge Golf Course, a 151-acre privately owned property, from “Open Space” to “Residential” and build up to 448 residential units through the adoption of a Specific Plan. 

Located in the southwest corner of the City near Beach Boulevard and Imperial Highway, the project’s proposed Specific Plan is divided into seven planning areas with land uses that include single-family residential, multi-family residential, a commercial option, public recreation areas, and open space.

As part of the project proposal, Lennar is also proposing to dedicate approximately 29 acres of land at the project site to the City, on which Lennar will construct a public park and public trail. 

Additionally, Lennar will pay $1,500,000 to the City as a public benefit contribution to be used as determined by the City Council and a payment of $1,000,000 as an affordable housing contribution to be used by the City to facilitate future affordable housing developments.

Designed by KTGY Architecture, the home in each planning area will incorporate a mix ofarchitectural styles which includes Adobe Ranch, Andalusian, Monterey, Santa Barbara, Spanish and Tuscan. Enhancement elements may include window enhancements using shutters and pot shelves, balconies with decorative iron rail, window trim, and color and material enhancements.

An anti-development group called Save La Habra has lobbied against the project for several years due to traffic and overcrowding concerns, resulting in the Planning Commission recommending that the City Council deny the project’s entitlements. 

Save La Habra has also successfully petitioned to place Measure X on the November ballot this year which if approved would amend the La Habra General Plan to require majority voter approval to change property in the City designated as “Open Space” to another designation.
