Mixed-Use Development Approved by Covina City Council

Earlier this week, the Covina City Council approved a transit-oriented mixed-use project with 161 condo units and a total of 15,000 square feet of commercial and restaurant spaces. 

The 5.3 acre site is located on the northwest corner of North Citrus Ave and West San Bernardino Rd within the 2019 Covina Town Center Specific Plan. 

The developer, Hassen Development Corp., proposes to provide a variety of housing types from townhomes to stacked units within walking distance to Covina Metrolink Station, the City’s parking structure and Covina Downtown.

The project will consist of two parts. The building at the corner of North Citrus and West San Bernardino Road will be a vertical mixed-use development with 105 units stacked above the ground floor commercial spaces. The second part will consist of 56, 3-story townhomes located toward the western portion of the site. 

The townhomes will feature open space areas and recreational amenities such as barbeque pits, outdoor eating areas, seating areas and a turf lawn area.

The architecture firm KTGY plans to incorporate architectural elements such as brick veneer, stucco, metal railings, brick window trim and light fixtures to the proposed townhomes and mixed-use buildings.

Per the City’s staff report, the developer will be required to dedicate 1.45 acres of parkland or pay an in-lieu fee of $884,500.
