Construction Could Start Soon for an Affordable Housing Project in Carlsbad

An affordable housing development in Carlsbad could soon start construction if funding is secured by August 16, 2021.

The Windsor Pointe project developed by the Affirmed Housing Group will construct 50 affordable multifamily units on two separate sites to provide housing for homeless and lower-income veterans and their families.

In total, the project would include two three‐story buildings with a unit mix of 24 studio units; 17 one‐bedroom units; 7 two‐bedroom units; and 2 three-bedroom units. One of the one-bedroom units and one of the two‐bedroom units would be designated for onsite management.

The Oak Avenue site will include a three-story, 24-unit apartment complex with the following units: 14 studio units, 8 one-bedroom units, and 2 two-bedroom units.

The Harding Street site will include a three-story, 26-unit apartment complex with the following units: 10 studio units, 9 one-bedroom units, 5 two-bedroom units, and 2 three-bedroom units.

The Oak Avenue site and Harding Street site will provide 23 and 24 parking spaces, respectively.

Dahlin Group Architecture

The multifamily housing complex designed by Dahlin Group Architecture would take on a Santa Barbara architecture style with Spanish colonial elements such as arched doorways, low-pitched mansard style tile roofs, tall windows, black metal railings, decorative ceramic tiles, and precast detailing. 

The housing will be affordable to households with incomes at 25, 30, 50, and 60 percent of area median income (AMI). Twenty-four of the units will provide permanent supportive housing to residents with serious mental illness under the No Place Like Home Program (NPLH) administered by the County of San Diego. 

All residents at Windsor Pointe will have access to dedicated on-site services, including services intended to improve housing retention, health, education, and employment/career opportunities. Residents in the NPLH units will receive intensive mental health services through the County of San Diego. Dedicated case managers will work with the residents on an individual case plan, offer assistance in applying for benefits, and provide linkages to other community services.
