Project Featuring 413-Acres of Housing, Retail and Park Space Heads to SD Planning Commission

On July 16th the City of San Diego Planning Commission is set to consider a proposal to develop a 413-acre mixed-use community with 1,800 residential units, 160,166 square feet of retail and office commercial space, a 23-acre community park, and a Mobility Hub located at 10207 Camino Santa Fe.
The residential units in the 3Roots project will be made up of multi-family and single-family homes with 10 percent (180 units) of them being affordable to households at or below 65 percent of the Area Median Income (AMI). The residential densities will range from five dwelling units per acre to 72 dwelling units per acre.

The proposal brought forth by Mesa Canyon Community Partners, LLC (an entity comprised of Lennar Homes, Shea Homes and California West Communities) would include an amendment to the Mira Mesa Community Plan that would reconfigure land uses to conform to the Project’s Master Plan Development Permit.
The project will include 256 acres of parks, trails and open space with new roads, water, sewer, gas and electric utilities, and the restoration of Carroll Canyon Creek. The community park will include active sports fields and passive open areas.

3Roots will be divided into separate “districts” that divide the various land uses that make up the project. The “Meadows District”, north of Carroll Canyon Road will contain detached single-family homes. The “Roots Collective” will consist of high-density multi-family residential units combined with the commercial retail, offices, restaurants, arts and entertainment. The “Routes District” will include attached and detached single-family residential units grouped in larger clusters, and the “Canopy District” will include two and three-story townhomes and single-family units.
The road design within 3Roots integrates all modes of transportation including bicycle lanes and pedestrian travel. The Mobility Hub, which will be located in the “Roots Collective” district, will centralize on-demand mobility services, bicycle and e-mobility infrastructure.

The project site has been used for sand and gravel extraction and processing for the better part of the past 60 years. The Mira Mesa Community Plan establishes a master plan process for the reclamation and redevelopment of the mining sites, enhancement of native habitat and protection of sensitive habitat, among other elements.
