7-Story Mixed-Use Development Could Replace Car Wash in Burbank

Today, the City of Burbank announced it will prepare an Environmental Impact Report (EIR) on a proposed 49-unit mixed-use development to be located at 3700 Riverside Drive.

The project, sponsored by Toledo Homes, proposes to demolish the existing on-site car wash to construct a seven-story, 82,723-square foot (SF) mixed-use structure. The building would consist of 49 condominium units, 2,000 SF of ground-level restaurant/retail use, a pocket park, and surface and subterranean parking. Four of the condominium units would be affordable housing units for very low-income households. 

The residential unit mix would consist of one-, two-and three-bedroom units ranging in size from 987 to 2,187 SF. The second through fifth stories would contain one- and two-bedroom units, while the three-bedroom units would be two-story units occupying the sixth and mezzanine/roof levels.

Residential amenities would include a lobby, community room, gym, and a 1,954 SF pocket park with landscaped planters, trees, and seating. There would also be common open space on the ground level, second story, and rooftop. These open spaces areas would contain fire pits, barbeques, seating areas, benches, and roof decks, among others. Each residential unit would contain balconies and/or private patios. In total, the proposed projects provides 10,680 SF of public open space and 10,938 SF of private open space. 

The project proposes to provide a total of 90 vehicular parking spaces. The applicant is requesting a conditional use permit to reduce the required parking spaces for the proposed retail/restaurant use from 10 to five parking spaces per 1,000 SF.

Struere Advanced Architecture

Struere Advanced Architecture is designing the building in a contemporary architectural style. Building materials would include concrete, insulated glazing, translucent glass, wood cladding, aluminum mullions, metal panels, corrugated metal cladding, stucco cement plaster, and more. The building exterior would include gray, blue, white, bronze, and light brown.

Project construction is expected to occur from May 2021 to May 2022. Public comment regarding the preparation of the EIR is open until April 29, 2021. The City will hold a public scoping meeting on the EIR preparation on April 14, 2021
