141-Unit Condo Complex Heads to Chula Vista Planning Commission

According to the City’s staff report, the Chula Vista Planning Commission will decide today whether to approve a proposed condominium complex located at 676 Moss Street. 

The 6.9-acre site will be converted from an existing industrial facility into a pedestrian-friendly and transit-accessible housing project that aligns with the goals and policies of the City’s General Plan. 

The proposed project by Shopoff Realty Investment will consist of 141 condominium units divided into 18 separate buildings ranging in design and size from single row buildings consisting of 3-plex to 6-plex to courtyard buildings consisting of 11-plex to 13-plex.

WHA is designing a modern architectural project that will incorporate stucco finish with earth tone variations and red accents. Wall planes will be staggered to create visual relief, and the roof lines are heightened at various points throughout the buildings to create visual interest.

To ensure the neighboring single-family homes will not be impacted by parking, the developer is proposing to provide 282 private garage spaces and 64 guest spaces. 

A fiscal impact analysis was prepared for the project, which indicated an annual positive net fiscal impact to the City in perpetuity, with expected revenues of approximately $311,000 over the 20-year analysis period.
