138-Unit Assisted Living Facility Planned in San Marcos

The City of San Marcos released a draft environmental analysis of a proposed 138-unit residential care facility located in the Richmar Neighborhood.

Creekside Assisted Living, proposed by Breakers Real Estate, would be located on a 3.78-acre site on the southeast corner of Twin Oaks Valley Road and Richmar Avenue. The project site is currently vacant and dominated by nonnative grasses with riparian habitat in the eastern portion of the site.

Creekside proposes to offer a combination of assisted living care and memory care. The project would include a residential mix of 30 studio units, 64 one-bedroom units, 30 two-bedroom units, and 29 memory care units across its three stories. The first story would be 41,408 square feet (SF), the second story would be 40,300 SF, and the third story would be 39,848 SF, for a total of 121,566 SF. The residential units will range in size from 275 SF to 690 SF.

Communal areas will include two dining areas, a theater, multiple activity areas, a library, and a salon. The building also includes spaces for staff and management areas and kitchen facilities. Outside courtyard areas will also be provided with separate areas for memory care and non-memory care residents.

Creekside’s landscaping would include a mix of trees, shrubs, grasses, and groundcover with an emphasis on low and moderate water use species of plants. The project’s design avoids the riparian area and associated sensitive vegetation within the eastern portion of the project site by placing it within a non-buildable easement prior to the issuance of a grading permit.

65 parking spaces, including seven Americans with Disabilities Act (ADA) spaces would be included in the project. Whitfield Associates, the project architect, would design the project with wood look exterior siding, stone veneer, wood trim, and wood louvers. 

The developer will adopt specific mitigation measures to ensure the project does not have a significant environmental impact. Project construction is expected to begin in 2021 and be completed in 2022.
